Florence County, SC Fire Regulations: Fireworks (2026)

Florence County's zoning code does not regulate the discharge or personal use of fireworks; that is governed by state law. What Chapter 30 does regulate is where a fireworks retail business may locate. The Table II use schedule for business and rural districts, Sec. 30-29, lists 'Fireworks' under NAICS code 713990 and marks it 'P,' permitted by right, in only one of the county's nine business and rural districts: B-3 general commercial. It is marked 'N,' not permitted, in B-1 limited business, B-2 convenience business, B-4 central commercial, B-5 office and light industrial, B-6 industrial, and RU-1, RU-1A and RU-2, meaning a fireworks stand or store cannot locate anywhere in the unincorporated county's rural areas or in most of its commercial nodes.

Because seasonal fireworks stands are frequently temporary outdoor sales structures, they may also trigger the use tables' Note (2), which requires a certificate of zoning compliance, reviewed by the Board of Zoning Appeals, for any outside sales use that runs more than two consecutive days within a 30-day period; a fireworks tent set up for a holiday selling season would need that certificate on top of being sited in B-3. Florence County's own code contains no separate discharge, hours-of-use, or distance-from-structures restriction on fireworks; those questions fall to South Carolina state law rather than this local zoning table.
