Section 78-8.C flips this into a prohibition, specifically barring the igniting of fireworks after 10:00 p.m., except for the Town's Independence Day event, and states that special permits must be obtained to ignite fireworks in the Town, citing Connecticut General Statutes § 29-357, the state fireworks permitting statute.

Together the two sections mean a resident cannot simply set off fireworks at will: the display must be under a valid permit, must start after sunset, and must be finished by 10:00 p.m., with the sole carve-out being the Town-sponsored Independence Day show. Enforcement of the timing cutoff runs through the Fairfield Police Department under the Noise chapter's general enforcement provision, § 78-6, on a complaint basis, with a sound-level or plainly-audible determination taken on the first complaint.
