Franklin, TN Fire Regulations: Fireworks (2026)

Tennessee's state fireworks framework is in Title 68, Chapter 104 of the Tennessee Code (Tennessee Nonpyrotechnic Articles Act and related licensing). Consumer fireworks classified as DOT Class C / 1.4G are generally legal for retail sale in Tennessee, but TCA 68-104-116 (Local Regulation) expressly authorizes counties and municipalities to regulate, restrict, or totally prohibit the sale and use of fireworks within their corporate limits. The City of Franklin exercised that authority in 1999 by adopting an ordinance under Title 7 of the Franklin Municipal Code that prohibits both the sale and the use of consumer fireworks - including sparklers - within the city limits. The Franklin Fire Department reinforces that sky lanterns (Chinese lanterns) are separately prohibited statewide. Public fireworks displays inside Franklin require both a State Fire Marshal's Office display operator's license under TCA Title 68, Chapter 104, Part 2 and local Franklin Fire Marshal's Office approval; the SFMO regulates display fireworks under Tennessee rules including 0780-02-07. The Franklin Fire Department's Fire Marshal's Office (615-791-3270) is the local point of contact. Williamson County outside the City of Franklin (and outside other municipalities that have banned fireworks) permits consumer fireworks under state law, but bringing fireworks into Franklin city limits to discharge them is prohibited.
