11 declares that possessing, manufacturing, storing, selling, handling, using, or discharging "illegal fireworks" (dangerous fireworks) is a public nuisance subject to summary abatement by the fire chief, police chief, or a designee under Government Code § 38773. 040 makes the citywide prohibition operative: except as otherwise provided in the Fireworks Ordinance, no person may possess, sell, use, display, explode or discharge illegal fireworks in Hanford. 060, the "responsible person", meaning the property owner, tenant, or person in charge, is strictly liable for violations occurring on their property, though an owner can avoid liability by showing they rented the property out, were not present, and had no prior knowledge or notice of the violation; social hosts and the parents of juvenile violators remain liable regardless of those exceptions.
