Indianapolis/Marion County implemented this through Revised Code Sec. 407-201 (Chapter 407, Offenses Against Public Order and Safety), which makes it unlawful to use, ignite or discharge consumer fireworks except during the permitted dates and hours: June 28 through July 3 and July 5 through July 9 from 5 p.m. until two hours after sunset, July 4 from 10 a.m. to midnight, and 10 a.m. December 31 to 1 a.m. January 1. Users may only discharge fireworks on their own property or property of someone who consents; users must be 18 or have an adult 18+ present. This overrides Indiana's default rule that otherwise allows discharge year-round between 9 a.m. and 11 p.m.
Sec. 407-201 sets escalating penalties: a civil penalty (per Chapter 103) for a first offense in any 12-month period, a minimum of $500 for a second offense, and up to $2,500 for a third or subsequent offense in any 12-month period.
