All fireworks of every kind — including state-approved Safe and Sane fireworks — are illegal in the City of Redding under Chapter 9.20 of the Redding Municipal Code. The same prohibition extends across all of unincorporated Shasta County under Shasta County Code Chapter 8.12. Anyone who discharges fireworks that start a fire is liable for the full cost of suppression under California Health & Safety Code Section 13009.
Redding Municipal Code Chapter 9.20 (Fireworks) prohibits the sale, possession, use, storage, and discharge of all fireworks within Redding city limits. Unlike many California cities that permit Safe and Sane fireworks sold by nonprofit booths around July 4, Redding bans every category of consumer firework — including sparklers, fountains, smoke devices, ground spinners, bottle rockets, mortars, aerial shells, and M-80s. The ban reflects the extreme wildfire risk that produced the 2018 Carr Fire, which burned roughly 230,000 acres across Shasta County, killed eight people, and destroyed more than 1,600 structures including hundreds inside Redding. Shasta County Code Chapter 8.12 imposes the same total ban in unincorporated areas, so there is no legal location in or around Redding for personal fireworks use. Permitted public displays by licensed pyrotechnic operators with state license and Redding Fire Department approval (such as the City's annual Fourth of July show at the Redding Civic Auditorium / Sundial Bridge area) are the only legal fireworks events. Enforcement is led by the Redding Fire Marshal and Redding Police Department, with assistance from CAL FIRE Shasta-Trinity Unit. Drone overflights and Ring-camera tips are used during the July 4 window.
Possession, use, or discharge of fireworks in Redding is a misdemeanor under Chapter 9.20, with fines and possible jail time, plus administrative citations through the City. Dangerous-fireworks possession is independently a misdemeanor (or felony at higher quantities) under California Health & Safety Code Section 12677. Anyone whose fireworks start a fire is civilly liable for the full cost of CAL FIRE and Redding Fire suppression under California Health & Safety Code Section 13009, plus damage to structures and injuries.
