All fireworks, including state-approved Safe and Sane fireworks, are illegal throughout unincorporated Shasta County under Chapter 8.12 of the County Code. Sale, possession, and use of any fireworks are prohibited. Persons using fireworks are responsible for all suppression costs of any resulting fires plus fines. The prohibition also applies in the City of Redding by separate municipal ordinance.
Shasta County Code Chapter 8.12 prohibits the sale, possession, and discharge of fireworks of any kind in the unincorporated areas of the county. Unlike many California counties that allow Safe and Sane fireworks (state-approved consumer fireworks marked with the Safe and Sane seal) for the July 4 holiday, Shasta County classifies all fireworks as illegal due to the extreme wildfire risk. The City of Redding has adopted the same prohibition by municipal ordinance, while some other cities and counties in the region permit limited use. Enforcement is by the Sheriff's Office and CalFire. Anyone who uses fireworks and starts a fire is civilly liable for the full cost of fire suppression in addition to criminal charges and administrative fines. Public fireworks displays may be permitted only by qualified pyrotechnic operators with state license and approval from the local fire authority (e.g., the City of Redding's annual July 4 show).
Violation of Chapter 8.12 is a misdemeanor. Fines can be substantial, and offenders are responsible for all damages and fire suppression costs from any resulting fire. Fireworks may be seized. Causing a wildfire through fireworks use exposes the offender to civil liability for all firefighting costs, structure damage, and injuries.
