Sampson County, NC Fire Regulations: Fireworks (2026)

Sampson County Code § 4-5-05.A delegates to the county fire marshal the authority the Board of Commissioners holds under G.S. § 14-413 to permit pyrotechnics displays within the county. No person may use fireworks or other pyrotechnics anywhere in the county without first filing a written application and receiving a permit at least ten days before the planned use. The application must list the names and addresses of every operator involved, and the fire marshal's office must approve each operator before any display or use takes place.

Before issuing the permit, the fire marshal must confirm that the requirements of chapter 33 of the North Carolina Fire Code have been met, that the insurance requirements set out in N.C.G.S. § 14-413(d) have been satisfied, and that the applicant has paid the appropriate permit fees. This is a permit-only regime: the ordinance does not authorize personal or consumer fireworks use without going through this fire marshal review, and it applies countywide in the unincorporated area regardless of the scale of the display. Violations of the fire prevention provisions of this chapter, including unpermitted pyrotechnics use, are enforced under § 4-5-07 as misdemeanors or through civil penalties, and the fire marshal retains inspection and stop-work authority over any noncompliant activity.
