Sampson County, NC Noise Ordinances: Vehicle Noise (2026)

Sampson County Code § 4-6-02(2) makes it unlawful to sound a horn or other signal device on an automobile, motorcycle, bus or other vehicle, except as a danger signal, in a way that creates an unreasonably loud or harsh sound or that continues for an unreasonable time. Clause (4) separately bars operating a motor vehicle that is so out of repair, so loaded, or fitted with such inadequate mufflers that it creates noise sufficient to annoy or disturb the quiet, comfort or repose of a reasonable person nearby; the ordinance defines 'motor vehicle' broadly to include automobiles, motorcycles, dirt-bikes, go-carts and recreational vehicles, so an unmuffled ATV or dirt-bike on a rural road is covered the same as a car.

Both clauses sit inside the general prohibition of § 4-6-02, which applies at all times of day or night throughout unincorporated Sampson County and in any incorporated town lacking its own noise ordinance. Agricultural equipment operated under manufacturer specifications with standard mufflers in place during normal seasonal farming is exempted under § 4-6-03(12), reflecting the county's farming base, but that exemption does not cover an ordinary car or truck with a defective muffler. Enforcement follows § 4-6-05, giving certified law enforcement and animal control officers authority to cite violators.
