All fireworks are illegal in unincorporated Solano County. The Solano County Code (Chapter 12.5, pyrotechnics) makes it unlawful to possess, use, discharge, sell, or offer for sale any fireworks in the unincorporated area, including state-approved 'Safe and Sane' items bought in cities like Dixon, Rio Vista, or Suisun City.
Unincorporated Solano County enforces a no-tolerance ban on fireworks. Under the Solano County Code Chapter 12.5 (Abatement of Fire Hazards, pyrotechnics provisions), it is unlawful for any person, firm, or corporation to possess, use, discharge, offer for sale, or sell any fireworks, firecrackers, torpedoes, or other pyrotechnics in the unincorporated area of the County, with a narrow exception for transporting fireworks in their original packages through the County to or from points or cities where fireworks are not prohibited. This means 'Safe and Sane' fireworks legally purchased in the three Solano cities that allow them (Dixon, Rio Vista, and Suisun City) cannot be used anywhere in the rural, unincorporated county. Statewide, California Health & Safety Code sections 12500-12728 divide fireworks into 'dangerous' (rockets, large sparklers, anything that explodes or flies) and 'Safe and Sane' categories; dangerous fireworks are illegal everywhere in California without a permit (H&S 12677). Solano County and CAL FIRE LNU emphasize that dry summer conditions in the western hills make any open flame or spark especially hazardous. The Office of Emergency Services and Solano OES routinely remind residents that all fireworks are illegal in unincorporated Solano County.
Possession or use of dangerous fireworks (anything that flies or explodes) is a misdemeanor under California Health & Safety Code section 12700, punishable by a fine of $1,000 to $2,000 and/or up to one year in county jail; possessing 25 pounds or more (gross weight) carries enhanced penalties. Possession or use of any fireworks in unincorporated Solano County violates Solano County Code Chapter 12.5 and is enforced by the Sheriff and fire authorities. Property owners can also be held responsible for fireworks discharged on their property.
