It shall be unlawful for any person to have, keep, store, use, manufacture, sell, offer to sell, handle or transport any pyrotechnics within the parish except as provided in section 20-134, it being the intention of this section to prohibit the sale of, distribution of, or discharge of pyrotechnics of any kind or description whatsoever within the parish. ... (2)Authorized display. To pyrotechnic displays of fireworks in public parks or other open places where a permit for such display has been issued by the fire department, but before such permits are issued by the fire department, said department shall have determined that provisions have been made for the proper safeguarding of life and property, and it shall further provide that proper fire protection is provided in connection with any such display.

Division 2 of Article VI defines 'pyrotechnics' broadly to include any sparkler, squib, rocket, firecracker, bomb, roman candle, grenade, signal light, firework, shell explosive or other device used for a visible or audible pyrotechnic display, and 'discharge' to mean exploding, setting off, firing, igniting or otherwise handling such a device for anything other than construction or industrial use. Sec. 20-133 then bans having, keeping, storing, using, manufacturing, selling, offering to sell, handling or transporting any pyrotechnics within the parish, stating outright that its purpose is to prohibit sale, distribution or discharge of fireworks of any kind.

Violations & Fines
Because Division 2 carries no separate fine schedule, a Sec. 20-133 violation is punished under the Code's default penalty, Section 1-10: up to a $1,000 fine, up to six months imprisonment, or both, with each day of continued possession, sale or storage counted as a separate offense. The Jefferson Parish Sheriff's Office enforces the ban, and fire-department permits for authorized displays require prior sign-off from the fire protection district with jurisdiction over the display site.
