Refilling and exchange of portable cylinders is regulated by NFPA 58 §5.2.4. In Very High FHSZ areas, additional defensible space (10 ft of clearance around the tank) under PRC §4291 applies.
Violations of the adopted Fire Code are enforced by the Sonoma Valley Fire District Fire Marshal. Tanks installed without required permits or in violation of setback requirements may be ordered relocated or removed at the owner's expense. SMC §1.20.010 fines ($100/$200/$500 escalating) apply for code violations. Operating without a required CFC §105.6 LP-gas permit can result in stop-use orders and Cal. H&S §13145 civil penalties. Improper venting causing a gas leak or explosion exposes the owner to liability for response/suppression costs under Cal. H&S §13009.
