35, in the Fire Prevention Code's flammable liquids subchapter, draws a hard line rather than setting a permit process. It bans the storage of flammable liquids in outside above-ground tanks entirely, prohibits new bulk plants for the manufacture, use or storage of flammable or combustible liquids, and separately prohibits bulk storage of liquefied petroleum gas, the propane used for grills, generators and home heating. The section defines bulk storage as a total of over 1,000 water-gallon capacity in any single container or combination of containers, so smaller propane tanks such as the 20-pound cylinders used for grills fall outside the threshold, while larger residential or commercial LP-gas tanks that add up to more than 1,000 gallons do not.

The rule traces to Ord. 53, which separately bans storing explosives and blasting agents outright. 65 with authority to arrest or cite violators and to inspect properties for compliance with the Fire Prevention Code.
