Section 150.11 of the Pembroke Pines Code of Ordinances adopts the latest Florida Building Code by reference, currently the 2023 (8th) Edition, applied with the Broward County Administrative Provisions and the High Velocity Hurricane Zone (HVHZ) classification. Under FBC Residential Section R314 (mirroring NFPA 72), smoke alarms must be installed inside each sleeping room, outside each separate sleeping area in the immediate vicinity of the bedrooms, on each additional story including basements and habitable attics, and not less than 3 feet horizontally from the door or opening of a bathroom containing a tub or shower. New construction and additions require alarms hardwired to the building electrical system, interconnected so all sound when one alarms, and equipped with battery backup. For existing one- and two-family dwellings undergoing alterations or repairs, F.S. 553.883 allows installation of smoke alarms powered by 10-year nonremovable, nonreplaceable batteries in lieu of retrofitting hardwired devices, except where a centrally monitored or wireless integrated system is approved. Commercial occupancies and multi-family buildings are governed by the 8th Edition Florida Fire Prevention Code (NFPA 1, 2021) enforced by the Pembroke Pines Fire Prevention Bureau at (954) 499-9560.
Failure to install or maintain required alarms can prevent issuance of a final building inspection and certificate of occupancy. Rental properties without functional alarms expose landlords to code enforcement and tenant remedies under Florida law. Tampering with or removing alarms in occupied buildings can be cited under the Fire Prevention Code.
