Rockdale County, GA Fire Regulations: Smoke Detectors (2026)

Section 218-13(hh) of Title 2, the Unified Development Ordinance (Title 2 of the Code), sets conditions for installing manufactured and industrialized homes in unincorporated Rockdale County. No manufactured home may be in a state of disrepair at the time of installation; a new home can show compliance with a Department of Community Affairs or HUD insignia, but a manufactured home that was previously used as a residential dwelling has to meet listed provisions before it can go in. Alongside sanitary facilities, hot and cold water supply, and heating facility requirements, item (e) requires a smoke detector approved by the state, installed according to the manufacturer's recommendations, in every manufactured home covered by this subsection.

Separately, the county's fire code framework at § 46-3 adopts the Life Safety Code and International Fire Code by reference and expressly identifies smoke alarms and smoke detection systems as governed by state statute and the Life Safety Code rather than a county-specific standard, with the state rules and regulations prevailing over any conflicting local code provision. That means for site-built residential and commercial construction, Rockdale County defers to the state's adopted fire and life safety codes for smoke alarm requirements rather than layering on its own numeric standard, while manufactured homes get the specific smoke-detector condition spelled out in § 218-13(hh)(5)e.

The fire marshal's office, created under § 46-7, administers and enforces the adopted fire and life safety codes countywide, including the code conflict-resolution table in § 46-3(c) that names the applicable references for each system category.
