The City has no unique local alarm amendments, so statewide standards apply. Under California Residential Code Section R314, smoke alarms are required in each sleeping room, outside each sleeping area near bedrooms, and on every story including basements; permitted alterations or added bedrooms trigger upgrades. Carbon-monoxide alarms are required under Section R315 outside each sleeping area and on every level in dwellings with a fuel-burning appliance, fireplace, or attached garage. California Health & Safety Code sections 13113.7 and 17926 also require operable alarms in all dwelling units and seller certification at point of sale.
Missing or inoperable smoke or CO alarms violate the California Residential Code (SCMC 15.22) and state law. Enforcement occurs at inspection, permit final, or point of sale; landlords who fail to provide alarms face code-enforcement action and civil liability.
