Ohio Senate Bill 215 amended Ohio Revised Code Section 2923.111 to permit qualifying adults aged 21 and older who are not federally prohibited to carry concealed handguns without obtaining a CCW license. The traditional licensing process under ORC Section 2923.125, administered by county sheriffs, remains optional and offers reciprocity in many states plus exemption from federal Gun-Free School Zones Act limits. License applicants complete eight hours of training, pass a background check, and pay roughly sixty-seven dollars. Columbus may not impose additional permit conditions due to ORC 9.68 preemption. Concealed carry remains prohibited in courthouses, K through 12 schools, police stations, secured airport areas, and Class D liquor permit premises after hours under ORC Section 2923.126.
Carrying concealed by an ineligible person or in a posted prohibited place is a fifth-degree felony or first-degree misdemeanor under ORC Section 2923.12, with fines up to $2,500 and possible imprisonment.
