Ohio does not have a residential cost-sharing fence statute like California's Good Neighbor Fence Act. Each property owner is responsible for their own fence. ORC §971.02 to 971.09 (partition fence law) applies only to agricultural/rural land and requires fence viewers appointed by township trustees. For residential properties, boundary fence disputes are resolved through common law and civil court. Spite fences (built maliciously to annoy neighbors) may be actionable as a nuisance. Property surveys recommended before building near boundary lines.
