House Bill 1927 (2021), codified in Texas Penal Code chapter 46 and Government Code chapter 411, established constitutional carry. Adults 21 or older who are not federally barred from possessing a firearm may carry a handgun openly or concealed without a permit in Dallas, subject to state sensitive-place rules. Schools, polling places, courts, secure airport areas, bars deriving 51 percent of revenue from alcohol, hospitals, and posted private property remain off-limits under Penal Code 46.03 and 46.035. Texans can still apply for a License to Carry through the Department of Public Safety; the LTC offers reciprocity with other states, exempts holders from some sensitive-place limits, and satisfies federal NICS check requirements at gun purchases. Dallas cannot add local concealed-carry rules.
Carrying in a posted or sensitive place under Penal Code 46.03 or 46.035 is generally a Class A misdemeanor or third-degree felony, with fines up to ten thousand dollars and potential prison time, plus License to Carry revocation.
