A makes licensing the threshold requirement for mobile food and beverage vending: every such business must be licensed with the City of Bloomington under the requirements of section 38-923, and must operate within the confines of that license and the restrictions set out in Chapter 11 of the City Code, titled Business Licenses, Registration and Regulations. The zoning section was amended by Ordinance No. B's site-specific standards, covered separately under vending-zones. The section sits in Article X, Use Provisions, of the zoning code, so it applies on top of whatever the underlying zoning district otherwise allows; a mobile food unit operating without the required license, or outside what its license authorizes, is out of compliance with the zoning code even if the vendor holds some other City permit.

The licensing requirement applies citywide and does not carve out an exception for special events, farmers markets, or private events, so a vendor working any of those settings in Bloomington still needs the section 38-923 license before setting up.
