Full Breakdown
UDC Sec. 6.2.D requires any food truck vendor operating within Caddo Parish, whether on private property, Parish-owned property, or the public right-of-way, to hold both a food truck vendor's license and an approved temporary use permit; right-of-way vendors additionally must comply with Chapter 12 of the Parish Code of Ordinances. The license application is an affidavit filed with the Director of Finance at least ten days before the vendor begins operating, and it must state the vendor's full name and business address, the location of its principal office, and, for a corporation or partnership, the names and addresses of its officers or partners.
Before the license issues, the applicant has to submit a statement describing the food and beverages sold, a photograph and description of the vehicle (including license number, make, model, dimensions, and attachments like canopies or shelves), proof of registration with the Caddo-Shreveport Sales and Use Tax Commission, a copy of the Caddo Parish Health Unit permit, a copy of the occupational license or an exemption certificate, written permission to use any private property where the truck will operate, and a certificate of insurance. Corporate applicants must also produce a certified copy of their charter, and out-of-state corporations a certified copy of their Louisiana authority to do business.
All required licenses and permits must be displayed where the public can see them, and vendors must obtain separate health permits and inspections from the Caddo Parish Health Unit. Certain operators are exempt from the license itself, including vendors at events where the sponsor has already paid an occupational license tax, vendors at non-profit fairs and festivals, and vendors operating under their own approved temporary use permit for a special event. The Parish Administrator sets the license fee, and a license runs for one year from issuance before it must be renewed.
Violations & Fines
Operating without the required license, permit, or displayed documentation subjects a vendor to enforcement; the code ties the vendor's license directly to the Caddo Parish Health permit, so if the Health permit is suspended or revoked, the Parish license becomes void automatically. The Director of Finance may revoke or withhold a vendor's license for documented repeated violations, and Property Standards, Metropolitan Planning Commission, Building Inspections, and Police Department staff all have authority to cite violations of the section.
