620 makes it unlawful to own, control, operate, manage, lease or vend from a food truck in Lancaster without a current City business license, which must be displayed in the truck and paired with the operator's name, address and phone number affixed in four-inch letters on both sides of the vehicle. The written application, filed with the city manager, must include the operator's identity, the number of trucks, intended locations and hours, copies of drivers' licenses for all drivers, the type of food and any heating element used, the county health permit, the commissary address where the truck is stored overnight, proof of a state seller's permit, and proof of at least $1,000,000 in commercial general liability and property damage insurance.

630 the city manager has sixty calendar days to issue the license and must find the operation will not unduly interfere with traffic, endanger public peace, create a fire hazard, or divert police resources, and that the operator has no license revocation and no nuisance injunction in the past five years. ; vending is barred within one block of a school, park, community center or playground, within one hundred feet of a crosswalk, or where the posted speed limit is forty miles per hour or higher; a truck cannot vend on the same block for more than sixty cumulative minutes in any twenty-four hours; service is limited to the sidewalk-facing side of the truck; and no truck may attach to outside electrical power or restock while parked on a public right-of-way. 690.
