03 of Oregon's Zoning Code lets a food truck, defined as a motorized vehicle or trailer equipped to cook, prepare, serve or sell food and beverages, operate in the city's C-2, C-3, C-4 and C-5 commercial districts either as a conditional use or, if a specific list of conditions is met, without needing a conditional use permit at all. 03(b), the vendor must first obtain written permission from the property owner where the truck will park. 00).
