3193(c) makes a mobile food vendor license mandatory before any mobile food unit can operate in Tracy. The application must include the vehicle type, VIN, license plate number, a copy of the vehicle registration, proof of ownership or written authorization from the registered owner, evidence of active motor vehicle insurance, and a San Joaquin County health permit for the mobile food facility. Fees for the initial application and its annual renewal may be set in the City's master fee schedule. A separate license is required for each individual vehicle, licenses cannot be transferred between owners or vehicles, and each license is valid for 365 days with the option to renew annually; letting it lapse before renewal means starting over with a new application.

The Director of Community and Economic Development, or a designee, reviews and issues applications and can revoke a license outright for noncompliance, and the City Council may set by resolution a cap on the total number of licenses issued citywide or per year. Once licensed, subsection (d) requires the operator to carry the license itself, the county health permit, a City of Tracy business license, proof of active insurance, and the property owner's written permission to operate at that site, in the truck at all times for inspection on request.
