3193(e) limits mobile food vending to private property within a defined list of zoning districts: community shopping center (CS), general highway commercial (GHC), community recreation support services (CRS), central business district (CBD), neighborhood shopping (NS), medical office (MO), professional office medical (POM), light industrial (M-1), heavy industrial (M-2), highway service (HS), plus the northeast industrial specific plan, industrial areas specific plan, I-205 corridor specific plan commercial and industrial zones, Tracy Hills specific plan commercial and industrial zones, Ellis specific plan commercial and industrial zones, and the Cordes Ranch specific plan.

Vending is off-limits everywhere else, and subsection (e)(3) flatly bars operating on any City-owned property, including the public right-of-way and parks and recreation facilities, unless the vendor is part of an authorized special event. A site also has to already host an active, primary commercial or industrial use; a vacant parcel cannot host a food truck even if it sits within an eligible zone. The operating pad must be paved with asphalt, concrete or a similarly impervious surface, and the vehicle cannot block a driveway, drive aisle, pedestrian route, fire lane, exit path or trash enclosure.

Each site must provide at least two customer parking spaces, shared spaces are acceptable as long as customers can reach them, and the customer-parking requirement is waived only in the central business district. The vendor's vehicle, along with any exterior tables or accessories, cannot occupy more than 50 percent of a lot's total parking area, and, under subsection (d), operation on any single site is capped at eighteen continuous hours per calendar day, after which the vehicle and any table, garbage can or other equipment must be cleared out, with the next spot for that day at least 500 feet away.
