Full Breakdown
County Code § 74-27.B forbids exposing or offering any article for sale, or stationing a stand, cart, or vehicle to sell or display goods, in a County park or property except under the authority and regulation of the Director. A vendor seeking that authority must file a permit application with the Essex County Department of Parks, Recreation and Cultural Affairs under § 74-28.B, and the Director evaluates it against § 74-28.C's standards, including that the activity won't unreasonably interfere with public enjoyment or burden County police operations. Applicants denied a permit may appeal, in writing, to the County Administrator within five business days under § 74-28.D.
Violations & Fines
Selling or vending without Director authorization draws Chapter 74's general penalty under § 74-6.1.C: up to 90 days in county jail, a $5,000 fine, or 90 days of community service, plus permit revocation.
