To vend, an applicant presents government-issued ID, a valid City of Pomona business license, proof of liability insurance and, for food vendors, a Los Angeles County food handler certificate and Public Health Permit for the cart itself (Sec. 30-675). No person or entity may hold more than two sidewalk vending permits, and every permit is nontransferable and must be renewed annually before the printed expiration date.
