Every individual who desires a license as a sidewalk vendor shall make application therefore in conformity with the provisions of this chapter relating to applications for licenses. The fee for a sidewalk vendor's license shall be $200.00. A non-refundable application processing fee of $25.00 shall be collected at the time of application; provided, however, that upon the granting of a license, the amount of the application fee shall be credited to the fee for said license. No license shall be issued to any applicant who has not paid state retail sales taxes and who is not paying all community improvement district assessments or taxes, or similar assessments and taxes, or personal taxes and business taxes, applicable to vendor's activities or location. No person may sell wares or services on the city's rights-of-way without a sidewalk vendor's license or other authorization pursuant to a separate City Code or Charter provision.
