Chapter 22, article VI defines "peddler" to include anyone selling food, meats, fish, vegetables, fruits, garden produce or other goods from place to place, house to house, street to street, or from a stationary wagon or vehicle, and it folds in transient and itinerant merchants under the same definition. Section 22-271 requires every peddler to hold a police department identification card before doing business in the city, and § 22-273 requires that card to be shown to any citizen on request. Section 22-253(a) lists the operating restrictions: a peddler may not conduct business in a no-stopping/no-parking zone under chapter 86, article IV; may not obstruct pedestrian or vehicle traffic flow; may not operate as a public nuisance or in violation of the city's noise regulations; may not distribute handbills; must provide a waste receptacle for customer refuse; may not discharge liquid or solid waste onto streets, sidewalks or into drainage systems; may not place items on the public right-of-way next to the vending unit; may not vend on private property without the notarized written permission of the owner or in required parking spaces; and may not store the vending unit overnight on private property within view of the public street or sidewalk.
