Jefferson Parish, LA Food Trucks & Mobile Vendors: Sidewalk & Mobile Vending (2026)

Sec. 22-47 opens Article III's rules on sales from temporary stands or vehicles with a blanket prohibition: except as permitted under Chapter 6, Chapter 30, Chapter 33 or other applicable Code provisions, it is unlawful to sell merchandise, wares, goods, food, food products, plants, flowers, paintings, mirrors or any other saleable product from a truck, automobile, motor vehicle, mobile unit, cart, stand, table, temporary building, or portable or moveable container, whether the sale is permanent, temporary or seasonal. That ban covers two situations: selling from any public right-of-way, defined here as a street, boulevard, highway, roadway, emergency lane, neutral ground or road shoulder used for vehicular traffic, or any other public property dedicated to a specific use, and selling from private property unless the sale is specifically authorized elsewhere in the article.

In practice, that means a vendor cannot simply set up a table or push a cart onto a Jefferson Parish sidewalk, road shoulder or neutral ground to sell food or merchandise. The only way to sell legally is to qualify under one of the article's other divisions, such as the adjacent-business outdoor sales rules in Sec. 22-48, the private-property vendor registration in Sec. 22-49, or the mobile food dispensing and catering vehicle permits in Division 3, each of which confines sales to specific private-property locations with their own setback and permit conditions. The section was adopted by Ord. No. 23082 in 2007 and last amended by Ord. No. 26235 in 2021.
