Since FL §509.102 (2020 preemption), Volusia County cities cannot designate food truck vending zones or impose distance buffers from restaurants beyond state law. Private property vending requires owner permission and compliance with parcel zoning — many commercial zones permit food trucks outright. Special events (Daytona 500, Coke Zero Sugar 400, Bike Week at Daytona International Speedway, Biketoberfest, NSB Jeep Beach) require separate event vendor permits through the organizer and county. Beach access for food trucks in Volusia County requires a Beach Safety Ocean Rescue permit; direct beach vending is tightly controlled to protect sea turtle nesting. Daytona Beach Boardwalk has its own concession framework. HOAs can still restrict food trucks on private HOA roads.
