055(A) lists the only zoning districts where motorized and nonmotorized mobile vending units may operate: neighborhood business (BN), community business (BC), planned business (BP), the five downtown business zones (BD1 through BD5), commercial waterfront (CW), general commercial (CG), neighborhood centers and hubs (NCH), medical use (MU) and public use (P). Vending is also allowed on unzoned property or right-of-way that is adjacent to or abuts one of those commercially zoned areas. 055(K) draws the opposite boundary: street vendors are flatly prohibited in residentially zoned areas, and on unzoned property or right-of-way adjacent to or abutting a residential zone.

Violations & Fines
Operating a mobile vending unit outside the zones listed in ECC 4.12.055(A), or within a residential zone barred by subsection (K), violates Chapter 4.12 and is a misdemeanor under ECC 4.12.100, punishable by a fine of up to $250, imprisonment up to nine months, or both.
