020 sets the location rules for motorized mobile food establishments selling ice cream, frozen desserts, candy or other edible or potable items curbside. A vendor must stop, stand or park at the right curb on a two-way street (or either curb on a one-way street) within eighteen inches of the curb before making any sale. The downtown area, bounded by Yandell Street, Kansas Street, Cesar Chavez/Border Highway and Santa Fe Street, including the full right-of-way width, is off-limits entirely unless the city council grants a special privilege.

Even outside downtown, a vendor can't stop within twenty feet of an intersection, can't block a pedestrian crosswalk, and can't obstruct vehicular or pedestrian traffic. No sale may happen within two blocks of a school, or on any street or thoroughfare where the posted speed limit tops thirty miles per hour. While selling, the vehicle must stay parked with the motor off unless running the engine is essential to keeping the product (like ice cream) at the right temperature, in which case the parking brake or transmission must still be set.

Vendors must illuminate required front and rear amber blinking or flashing signals the moment they stop to sell and keep them lit until they pull away, never while the vehicle is moving, and police officers may inspect vehicles for compliance and signal function on the spot.
