Fillmore's downtown along Central Avenue and the area around the Fillmore & Western Railway depot are natural vending locations. The city may regulate the time, place, and manner of vending but cannot impose overly burdensome requirements.
Under SB 946, a first violation for sidewalk vending without complying with local regulations can only be punished by a warning. Second violations within one year carry a maximum $100 fine. Third and subsequent violations carry a maximum $250 fine. Cities cannot impound vendor merchandise for minor violations.
