" The rule does not designate specific vending zones within individual parks; instead, it makes every sale inside the park system, wherever it happens, conditional on holding a Department of Parks permit. A mobile food vendor has no default right to set up in a parking lot, trailhead, or picnic grove without that written authorization. The Vending rule overlaps with two related Article IV provisions: Section (g) Food Concessions, which requires permits or other written authorization for concession operations in the park system "year-round," and Section (h) Cooking, which restricts visitor cooking to portable grills in designated picnic areas and bars propane-fueled cooking outside of permitted events.

Article III Section (ll) separately bars selling or giving away food, drink, or anything else from a tent, stand, structure, or vehicle without county permission, reaching a truck parked at a park entrance the same way it reaches a table set up on the grass. Because Section (oo) itself sets no dedicated fine, an unpermitted sale defaults to Article IX's general penalty.
