02(C) and (D) set the physical limits on where a food truck, lunch truck or food cart can operate. On private property zoned commercial or industrial, a vehicle needs the property owner's notarized written consent plus a permit, must sit inside a paved pedestrian plaza rather than unimproved ground, cannot park within five feet of any right-of-way or public sidewalk, and cannot block required parking for another business on site. It cannot remain past four hours or return to the same spot more than once in 12 hours, and it cannot come within 200 feet of an eating establishment during that establishment's operating hours, though vendors who sell for 30 minutes or less on private property with the owner's consent are exempt from the four-hour/200-foot rule.
