Iowa City regulates mobile food vending through Building Inspection Services within Neighborhood and Development Services. A vendor operating from a public street or right-of-way must file a paper application, supply a Certificate of Insurance, attach a photo of the truck, and pay a $1,000 annual fee that expires December 31 each year (prorated). Mobile food units must also hold a Johnson County Public Health mobile food establishment license under Iowa Code chapter 137F. Vending in the Pedestrian Mall is regulated separately under Iowa City Code section 10-5-7 (Use of City Plaza). The University of Iowa campus is a separate jurisdiction.
Vending in the right-of-way without a current Iowa City permit, lacking a Johnson County Public Health mobile food license, vending in posted no-vending zones, or blocking sidewalks violates City Code. Municipal infractions bring fines and permit revocation.
