Iowa City, IA Food Trucks & Mobile Vendors: Vending Zones (2026)

Code section 9-4-16D bars a permitted food truck from operating on public right of way inside the downtown zone shown on the city's official map, within 150 feet of an entrance to a restaurant, in a residential zone as defined by the zoning code, or in a loading zone. The section also authorizes the city's administrative rules to expand the areas where food truck operation is prohibited beyond those four categories, meaning the map of off-limits territory can grow without a new ordinance. In exchange for the restrictions, section 9-4-16E carves out specific allowances: a food truck may occupy two metered spaces at once as long as both meters are operational, may operate for up to three hours in a metered space that otherwise has a two-hour or shorter time limit if the meter is running, and may back into and operate from an angled parking stall, none of which would otherwise be legal parking maneuvers under the general parking chapter.

The downtown zone itself is defined by reference to a map maintained under subsection H, adopted originally by Ordinance 15-4618 and expanded by the pilot-program authority in subsection I, which lets the city manager permit late evening and early morning downtown operation notwithstanding the general downtown ban.
