Lakeland, FL Food Trucks & Mobile Vendors: Vending Zones (2026)

Section 74-3(a) makes it unlawful to sell any merchandise or transact business inside a Lakeland public park or recreational facility. Subsection (b) carves out one specific exception for food: the sale of food, confectioneries and nonalcoholic drink is permitted only in three designated locations, Munn Park, the Lemon Street Promenade and the Lake Parker Recreation Area, and only under listed conditions. A vendor must hold a current city occupational license and county health department approval, sell only from a pushcart, defined as a self-contained, manually propelled vehicle moved by one person, approved by the city manager or a designee, and keep a ten-foot radius around the cart clean and free of trash.

The city manager can refuse a pushcart whose appearance would detract from the aesthetic appeal of a city park, and pushcarts cannot be left unattended. 00, renewed every October, and subsection (b)(7) restricts Lake Parker Recreation Area sales specifically to Saturdays, Sundays and legal holidays; Munn Park and the Lemon Street Promenade carry no day-of-week restriction in the ordinance. Separately, subsection (c) allows vending from city-provided or city-approved portable vending facilities at other parks and recreation areas, but only for concessionaires under a written city concession agreement, sponsoring organizations with the parks director's consent, or permit holders under subsection (b); a vendor cannot simply set up in any Lakeland park without one of those three authorizations.
