Lakeland, FL Noise Ordinances: Vehicle Noise (2026)

Chapter 70, Article II, the Lakeland Noise Control Ordinance, prohibits "noise disturbances" under section 70-46 and then carves out 22 categories of exempt sound in section 70-48. 293. That cross-reference points to the Florida Uniform Traffic Control Law's equipment section, which sets the state's exhaust-system, muffler-cutout and excessive-noise standards for cars, trucks and motorcycles on the road. Because the city ordinance exempts vehicles governed by that statute, Lakeland does not layer its own stereo-volume or muffler decibel standard on top of state law for a vehicle traveling on a public street; complaints about a loud exhaust, a modified muffler, or a stereo audible from a passing car are handled as a state traffic-code matter, not a municipal noise-ordinance citation, and are enforced by the Lakeland Police Department applying Chapter 316 rather than Chapter 70.

This exemption applies only to vehicles operating on a public right-of-way; a car idling on private property with a stereo loud enough to disturb a neighboring dwelling can still fall under the general disturbance ban in sections 70-45 through 70-47, since the section 70-48 exemptions do not apply to the specific prohibitions on amplified sound. Separately, the city bans a different kind of motor exhaust noise on its lakes: section 58-33 makes it unlawful to operate a motorboat with a muffler cut out, bypassed, or otherwise arranged to exceed standard muffler noise levels, but that boating provision does not extend to street vehicles.
