Chapter 66, Mobile Homes and Trailers, opens its operative parking rule at Sec. 66-7 with a blanket ban: no mobile home, motor home, boat or trailer may be parked on any street, alley, highway or other public place, or on private land, except as the chapter specifically allows. Mobile homes themselves are confined to properly zoned and licensed mobile home parks or subdivisions under subsection (b). Motor homes, boats and trailers get a wider set of allowances: subsection (c) permits them in licensed mobile home parks, subdivisions and travel trailer parks under the R-MH district, while subsection (f) lets an owner park one on their own premises in the RA, RB, RM, PUD, C-1 or C-1A zoning districts, provided nobody sleeps, eats or lives in it, no business is run from it, and it never sits in a front yard or street-side setback.

Subsection (e) separately allows boats and unoccupied motor homes or trailers to be parked or stored in C-2, C-3 and industrial-zoned areas under the same no-living, no-business condition. Construction trailers get their own carve-out in subsection (d): they may sit on an active construction site for office and storage use once the building inspection superintendent authorizes the location at permit issuance. Enforcement of the whole chapter runs through the city's building inspection division under Sec. 66-3, and dealer lots and licensed repair shops are exempt from the parking ban under subsection (g).
