Pearland, TX Food Trucks & Mobile Vendors: Vending Zones (2026)

Pearland zones micro-breweries, micro-distilleries, and micro-wineries as conditional uses, and the Unified Development Code folds mobile food vending into that same conditional use permit (CUP) rather than treating it as a separate, freestanding use. Under UDC § 2.5.3.2(a), mobile food units and concessionaires 'will be permitted for Breweries, Micro Distilleries, and Micro Wineries with the conditions as listed below and in conjunction with the CUP for the above mentioned uses.' A food truck cannot simply park at any commercially zoned lot in Pearland: it can only operate on a site that already holds an approved brewery, distillery, or winery CUP.

The UDC caps the number of mobile food units and concessionaires at three per site, with a minimum of one acre of site area required for each unit, and bars vendors from using the site as a commissary or staying overnight on the property; vendors may only operate during the hours the brewery, distillery, or winery itself is open. The units cannot sit in the fire lane or encroach on required parking for the site's other uses, and the code flatly bars locating them on parcels adjacent to residential uses or zones. Screening rules apply too: mobile food units must be screened from adjacent streets under UDC § 4.2.2.4(d), rear facades cannot face the street or circulation drives unless adequately screened per the fencing standards in UDC Chapter 4, Article 2, Division 4, and associated equipment such as generators and gas tanks must stay out of public view unless screened. Additional off-street parking for the vending operation must also be provided, and the city council can attach further conditions when it approves the CUP.
