Porterville, CA Food Trucks & Mobile Vendors: Vending Zones (2026)

Porterville Municipal Code Section 8A-4, Specific Regulations, sets the geographic and time limits for sidewalk food vending citywide. In areas zoned for nonresidential use, a vendor's hours cannot exceed the hours already allowed for other businesses on the same street, unless those businesses are permitted to run 24 hours. In areas that are exclusively residential, vending is limited to 9:00 a.m. through 5:00 p.m. unless the City Council modifies the window by resolution, and stationary vendors, meaning those who work a fixed spot rather than roam, are barred from exclusively residential areas altogether; only roaming vendors may work those streets, and only within the daytime hours.

A stationary vendor is also barred from a city park whenever the City has an exclusive agreement with one or more concessionaires to sell food or merchandise in that park, protecting the concessionaire's contract. Citywide, no vendor of any kind may set up within 500 feet of a permitted certified farmers' market, a permitted swap meet, or an area covered by an active temporary use permit or Community Civic Event, for as long as that permit or event runs. Section 8A-3's general rules layer on top: no obstruction that narrows a sidewalk below 48 inches (or 6 feet next to a curb), no loudspeakers, bugles, horns, drums, or bells used to attract customers, and no equipment left in the public right-of-way between 10:00 p.m. and 8:00 a.m., or it is seized as discarded property.
