Section 19-19(a), "Special conditions of operation," spells out where a licensed street vendor may actually set up. " That means the zoning map, not a separate vending-district overlay, decides which blocks are open. The section then carves out a highly specific carve-in around Hadlock Field, home of the Portland Sea Dogs: vendors may work the north side of Park Avenue between High Street and I-295, except that during a game or event food trucks are pushed back to Park Avenue along Deering Oaks Park until two hours before the game and starting again two hours after it ends.
