Shelby, MI Food Trucks & Mobile Vendors: Vending Zones (2026)

Article II of Chapter 325, the Village of Shelby's Vendor Trucks ordinance adopted January 27, 2025 by Ordinance No. 03-24, lists prohibited acts for every licensee at Section 325-16. Subsection B is the zoning restriction: a licensee may not conduct business in any zone district besides commercial and industrial zoning districts, which as a practical matter rules out residential neighborhoods and any other non-commercial, non-industrial zone in the Village regardless of where a resident might invite the truck. The same Section 325-16 pairs the zoning limit with a siting rule in Subsection C barring operation in the entrance or exit areas of any building or parking area in a way that hinders ingress or egress, and a general compliance clause in Subsection D requiring adherence to the Code and all state and federal law.

B carves out one exception to the licensing scheme feeding into the zoning rule: a person with a regularly established place of business in the Village who is on the Village tax rolls does not need a separate vendor truck license, but that exception is about licensing, not about where a truck can park. Section 325-17 also exempts traveling trucks operating under a special event permit approved by the Village Council, such as neighborhood ice cream trucks, from the zoning and other Article II standards entirely. The Village Administrator or a designated employee enforces Article II as the designated enforcing officer.
