Shenandoah, TX Food Trucks & Mobile Vendors: Vending Zones (2026)

Sec. 18-82 of the Shenandoah, Texas code of ordinances draws a hard line around where and when a mobile food business may sell in the city: it may never sell food or other items in a city right-of-way, on a city street, or on city property, which effectively confines lawful vending to private commercial lots with the owner's permission. , a narrower window than many neighboring cities allow, and requires that a truck, trailer or cart never be left unattended while parked. Vendors may not block a private road or park in a way that would impede an emergency vehicle, may not store or leave the mobile unit overnight on any right-of-way, street or city property, and must pick up and dispose of all trash and refuse generated by their sales before leaving a location.

Every item connected with the business, such as tables, coolers or signage, must stay in, on or under the vehicle itself rather than spread across the site, and no speaker or sound-amplifying device may be used to attract customers. Ice cream vendors follow a parallel but distinct set of location and hours rules under Sec. 18-83, which allows operation only between dawn and dusk rather than the 9-to-5 window that governs other mobile food businesses. No. O-19-019 on August 28, 2019 and apply citywide inside Shenandoah's Montgomery County limits, not to unincorporated county roads or to The Woodlands Township next door.
