The paved-area requirement means a vendor cannot park on landscaping, gravel, or an unimproved portion of a lot, and the 'not interfere with parking or internal circulation' clause means the truck cannot occupy required parking stalls, block drive aisles, or obstruct a site's traffic flow.

Because the rule is written as a location standard rather than a zoning-district list, it applies uniformly regardless of whether the host site is commercial, mixed-use, or industrial; the limiting factor is whether the underlying parcel's zoning already permits a mobile food vendor as an accessory use.
