TMC 18.55.130 defines a "mobile retail vendor" as "a mobile food vendor, sidewalk vendor and a transient vendor as defined at TMC 5.115.010." Those three terms cover different setups: a mobile food vendor sells from "a self-contained vehicle, trailer, cart or other conveyance," a sidewalk vendor sells "merchandise on a public sidewalk," and a transient vendor runs "a temporary business of selling merchandise" on private property, all as defined in TMC 5.115.010. Rather than assign vendors to a standalone zoning category, TMC 18.225.010(ff) folds all three into the general retail framework in one sentence: "Mobile retail vendors are allowed in zoning districts where retail sales are permitted per TMC 18.60.010 or where allowed by ordinance." That means the operative map of where a food truck or sidewalk stand can legally set up is the citywide use table in Chapter 18.60, the same table that governs every other retail use, rather than a vendor-specific overlay; a district that allows retail sales by right, by special use, or by conditional use permit extends that same status to a mobile retail vendor.

The "or where allowed by ordinance" clause leaves room for the City to authorize vending at a specific site, such as a City-sponsored special event permitted under Chapter 12.70 TMC, even in a district where retail sales are not otherwise a listed use.
