" Parking a mobile food establishment for the purpose of vending is flatly prohibited in residentially zoned districts, and no operator may park such a vehicle in a residential district for more than five minutes while engaged in or for the purpose of vending, meaning even a legal delivery stop cannot be used as a stand. The only exception is the city's Fourth of July parade: within 150 feet of North Avenue along the parade route, the residential prohibition lifts for two hours before the parade starts, during the parade, and for one hour after it ends.

Amplified chimes, bells, recordings or other sound-producing devices are banned in residential areas regardless of the parade exception. In nonresidential zoning districts, mobile food establishments are allowed outright, but only if located at least 50 feet from the main public entrance of a restaurant, protecting brick-and-mortar competitors from trucks parking directly outside their doors. Operators everywhere must maintain adequate sight distance around the vehicle, may not obstruct pedestrian, bicycle or vehicle circulation routes, must obey all parking and traffic laws, must get the consent of the property owner before vending on private property, may need liability insurance naming the city as an additional insured for public property, and cannot keep operating hours longer than the hours of nearby businesses.
