Section 103-2 bars anyone other than an authorized organization licensed under the Bingo Licensing Law from conducting bingo in the Town, and § 103-7 makes clear that lawful play still requires that state license plus compliance with this local chapter and the State Bingo Control Law. The Town layers its own restrictions on top of the state scheme: § 103-3 forbids paying hall rental as a percentage of a game's receipts or net profits, § 103-4 bars anyone but an Article 14-H licensee from leasing a hall for bingo, and § 103-5 limits a commercial lessor to hosting bingo no more than three occasions per week.

Section 103-6 caps the rent a licensee may pay for a hall at $150 per occasion unless the State Bingo Control Commission authorizes more. On payouts, § 103-9 caps any single prize at $250 and § 103-10 caps the aggregate of a series of prizes on one occasion at $1,000; § 103-8 requires that all net proceeds go exclusively to the licensed organization's lawful purpose. Only bona fide organization members may manage or operate a game under § 103-11, and § 103-13 bars anyone from being paid for that work.
