Sec. 23-54(c)(4) governs rummage sales as a temporary use under the city's temporary uses and structures ordinance. Rummage sales are permitted in any zoning district when incidental to a residential dwelling, and no off-street parking is required for them, unlike most other temporary uses listed in the same section. The duration cap is three consecutive days per sale, and the frequency cap limits a single lot to no more than three rummage sales in one calendar year. Displayed rummage sale items are exempt from the setback requirements that otherwise apply to temporary uses under Sec.

23-54(b)(1)b, but items cannot be displayed or sold within a vision corner, the sight-triangle area regulated under Sec. 23-50. Any temporary structure used in connection with a rummage sale, such as tables, tents, or canopies, must still comply with the general temporary structure standards elsewhere in Sec. 23-54, and the temporary use table in that section separately notes that tents exceeding 200 square feet or canopies exceeding 400 square feet require a permit from the Appleton Fire Department regardless of the use they support.
