Chapter 17, Article III governs garage, yard, estate, farm, patio, porch and driveway sales on residential property. Section 17-52 requires the occupant to obtain a permit from the city at least three days before the sale, listing the address, sale dates, prior sale dates that calendar year, and an affidavit that the property being sold was owned by the applicant and not acquired or consigned for resale; the city secretary collects a fee set in the master fee schedule. Section 17-53 caps participation at up to three separate residences joining one sale, unless the sale benefits a bona fide tax-exempt charitable, religious, educational, fraternal or governmental organization.

No more than four garage sale permits may be issued to the same address in a calendar year, and at least ten days must pass between sales at that address; a joint permit counts against every participating residence. No sale may run longer than 72 consecutive hours, and merchandise cannot be displayed or sold within 15 feet of a public road, street, highway or sidewalk. Sellers must pull their own directional signs from city or state right-of-way within 24 hours of the sale's end, and attaching signs to utility poles is flatly prohibited.

Section 17-51 lets the city manager or a designee revoke or deny a permit for false or misleading information, and bars anyone convicted of a garage sale violation from holding a permit for 12 months.
